Frente a esta ofensiva, los pueblos no se rindieron. En distintos rincones del continente comenzaron a emerger voces, cuerpos, territorios organizados para decir ¡basta! A ese nuevo intento de recolonización, las organizaciones populares respondieron con lucha, con construcción, con unidad. Es en ese contexto que nace la articulación de movimientos sociales hacia el ALBA, como una apuesta concreta por una integración desde abajo, basada en la solidaridad entre los pueblos, en el poder popular y en la defensa de nuestras soberanías.
