Momentos antes del comienzo oficial de la IV Cumbre de las Américas y cuando las delegaciones de los 34 países de América latina empleaban su tiempo en reuniones bilaterales, el presidente venezolano Hugo Chávez se plantó como la alternativa a la propuesta norteamericana de crear un Area de Libre Comercio (ALCA). Lo hizo insistiendo con su iniciativa de crear una Alternativa Bolivariana para los pueblos de América (ALBA) y también con la fortaleza que le da ser el país poseedor de la mayor reserva petrolera y el octavo en las reservas de gas como el mismo subrayó. A esa altura el sol llegó para reparar un frío intenso y una llovizna persistente que no pudo con el ánimo festivo y militante de la multitud que llenó el estadio mundialista de Mar del Plata. La despedida igualmente no fue sencilla. Uno a uno, Chávez fue saludando a los organizadores del acto con el que se repudió la presencia de George W. Bush, bajo la sigla Argentinos por la Patria Grande. El titular de Asamblea Nacional de Cuba, Ricardo Alarcón; el diputado Miguel Bonasso, Diego Armando Maradona, la titular de Madres de Plaza de Mayo, Hebe de Bonafini, ocupaban la primera fila del encuentro. Más atrás se podía ver a Teresa Parodi, Mirta Busnelli y Leonor Manso. En un costado estaban los invitados de la Cumbre de los Pueblos, el Nobel de la Paz, Adolfo Pérez Esquivel, Nora Cortiñas y Mirta Valle, de Madres de Plaza de Mayo Línea Fundadora. Los más de 30 mil personas que colmaron el estadio llegaron luego de marchar durante cerca de 26 cuadras. La lluvia dio un breve descanso a la multitud que la había enfrentado en el trayecto que va desde las avenidas Luro e Independencia hasta el mundialista. Los integrantes de la Cumbre de los Pueblos se fundieron en el estadio con la multitud que llenó el césped y las tribunas. "Quien quiere morir vende a un solo pueblo, quien quiere salvarse vende a más de uno", dijo el locutor Quique Pesoa, leyendo una cita que José Martí formuló en 1889. La música se alternó con la presentación de los personajes que estaban en el palco. Todos ubicados debajo de una inmenso estandarte con el retrato del guerrillero Ernesto Che Guevara, uno de los más vivados durante el acto. Comenzó tocando el chileno Francisco Pancho Villa. Luego lo hizo el cubano Amaurí Pérez. Aquí Pesoa recordó que Silvio Rodríguez supo definir a Amaurí como el primer juglar de la nueva trova. Siguió el cubano Vicente Feliú, y luego llegó Silvio Rodríguez, lejos el más esperado por la multitud. "¿Qué día toca Silvio?", solían preguntar los vecinos al estadio, desde que comenzaron las actividades en el mundialista. Los números musicales se alternaron con la presentación de las personalidades que se encontraban en el palco. Se destacaron las participaciones del ministro de Cultura de Cuba, Abel Prieto, y del cantante Daniel Viglietti. Silvio ya había ocupado su silla cuando un tumulto no dejó dudas de que Chávez estaba ingresando. Por su largo discurso desfilaron los próceres de la independencia americana. Destacó la necesidad de una segunda independencia. "El ALCA está muerto, hay que enterrarlo", exclamó. "En Mar del Plata está la tumba del ALCA", insistió. Luego vaticinó que el próximo entierro sería el del capitalismo. Advirtió que ni las ideologías habían muerto, como alguna vez afirmó el japonés Fukuyama, ni tampoco el socialismo. "El socialismo y las ideologías estaban de parranda", dijo ante una risa masiva. A Carlos Menem le dedicó unas palabras por haberlo llamado populista. "El que se mete conmigo puede salir espinado, decimos en Venezuela. Yo le digo a Menem, entreguista, bastardo, cipayo." Se despidió dando fe de argentinidad. "Que viva la patria de San Martín, del Che, la patria de Perón, de Evita. Te amo Argentina", dijo y salió para la cumbre, donde lo esperaban los presidentes latinoamericanos, salvo Fidel Castro, su principal amigo.
